Hong Kong: Reuters: reports that Chinese officials might consider adopting international human rights laws for the Hong Kong SAR. In the meantime Chinese officials do not want the issue debated internationally, else it might hurt Hong Kong's business climate.

Ethnic problems: the Asia Times reports that Chinese authorities have detained the 'ringleaders' behind last week's riots in Xinjiang. The Nationalist Front of Turkestan, a Uighur nationalist group in Kazakhstan, claims that the riots are continuing, contrary to official PRC press releases.

United States: A Congressional leader in a speech before the Heritage Club, called for President Clinton to devise a 'Pacific Charter' for preventing the rise of the PRC as a hegemonic power in Asia.

Taiwan: Also in the Asia Times is a report on Taiwan's decision to lift a 19-year ban on Japanese car imports .

Trade: China is pricing itself out of the corn market.

Legal: The Chinese justice minister has hailed China's prison reform procedures as a 'success', reports the Hong Kong Standard.
